OUR STORY Top Tier Driving Academy is locally owned and operated by the Humphrey Family. Dr. Phillip R. Humphrey Ph.D. began teaching driver education almost 20 years ago while a graduate student working on a master's degree and a doctorate degree in Finance. Dr. Humphrey went on to teach at many top tier universities across the nation developing his abilities to deliver a high level learning experience for students of all nationalities and socio-economic backgrounds while pursuing a dream of creating opportunities for all students. This dream brought him back to drivers education and a belief that helping others gain the ability to drive safely creates enumerable opportunities for all individuals.
