I am a Chartered member of both IOSH and CIEH and on the OSHCR register. I initially set up this business to provide practical and authoritative training in health and safety regulation and enforcement. Everything I include in my training is drawn from my 25+ years experience as a health and safety regulator, lecturer and Practitioner. During this time I have used the full range of enforcement options drawn from complex criminal investigation resulting in service of notices to prosecution of both individuals and large businesses. I worked for HSE for two years and held a full Inspectors Warrant providing advice and support to HSE and local authorities. I have investigated or managed many different incidents resulting in broken bones, multiple injuries and many fatalities. Here are a few: Crushed by barrier Fatal scalding Explodng tandoori oven Slip accident Fatality at a nightclub Child falls 15ft at a nursery Asbestos release 9m Fall from care home window I managed a team of local authority health and safety regulators and acted as mentor for their investigations. This involved providing advice on appropriate action, use of powers under S20 Health and Safety at Work etc Act 1974, providing advice on investigations and supporting them through to prosecution where appropriate. This has enabled me to develop detailed practical skills in investigation and interview techniques, PACE interviewing (including PEACE), dealing with lawyers and building successful cases for prosecution. I also provide advice to other local authorites assisting them in their investigations, reviewing prosecution files, acting as second interviewing officer and advising on all matters in between. For many years, I acted as the local authority liaison officer providing support to those bereaved following workplace fatalities. I have written guidance on this role which forms the basis of my training in family liaison. I have produced reports for coroners inquests and have presented evidence during inquests.

Bill is chairman of The Education Partnership, which has for the past twenty years provided a truly comprehensive range of governance and compliance expertise to schools, colleges, and outdoor education activity centres. He was previously a Head Teacher of all-age boarding and day schools in the maintained and independent sectors, including those for children with complex learning and behavioural needs. Bill works with proprietors and Head Teachers in preparation for and following up inspections by Ofsted (Education and Social Care) and ISI (Regulatory Compliance and Education Quality). His expertise in this area covers NMS, RSS, dual registration, initial registration, final registration and material change. Bill also works with schools judged as “inadequate” by Ofsted or “unsatisfactory” by ISI, helping them to achieve “good”, “outstanding” and “excellent” Ofsted or ISI outcomes. Bill is approached by an increasing number of proprietors, chairs of trustees and headteachers, who find themselves in challenging circumstances. This includes schools that have received a warning notice from the Department for Education due to their failure to meet the Independent School Standards Regulations (ISSR) and/or the National Minimum Standards (NMS) for boarding and residential special schools. Consistently, these schools see improvements at subsequent inspections. Currently, Bill is undertaking a longitudinal study of independent proprietorial schools, examining the governance implications of compliance and external inspection outcomes. To this end, we are looking for proprietorial schools in England for whom we could undertake a free of charge one-day compliance health check in return for participating in a confidential semi-structured interview on this subject at the end of the day. I am Dorothea Scales. I have founded Fidas Consent Training because I want to share my knowledge and experience of dealing with sexual assaults and rapes which I gained during my career as a Detective Sergeant. I have combined my passion for safeguarding with my enthusiasm for training – having an MA in education and being a qualified teacher gave me the skills set to develop and deliver my courses. Since leaving the Police in October 2021, I have already delivered to hundreds of students, pupils and their teachers, to Designated Safeguarding Leaders and University students, colleges, youth organisations, charities, and apprentices   I have combined my expertise as an ex-Detective Sergeant in Safeguarding and my experience as a teacher, to develop my completely unique consent workshops, presentations and now a cost effective eLearning package . I have trained Detectives, Police cadets and Police Special constables and probationers. I have developed courses for Police officers in dealing sensitively with victims of rape and confronting myths and misconceptions. I have lead  leading a Pilot project for Durham County Council in delivering consent workshops to local secondary schools.   Fidas Consent Training is about sharing my passion for safeguarding the truly vulnerable and giving every person an informed choice about consent.   As a qualified, experienced, and passionate safeguarding specialist, I have 16 years’ experience as a Police Officer, protecting the rights of children, young people, and adults. I have always been driven by making a positive difference to the vulnerable. During my time in education and the Police, I have developed additional skills in risk management, people leadership and managing the most complex investigations which demand a sensitive and compassionate response. Victim focused and people centred in my work, I championed change in the police and built strong alliances with partner organisations As a Detective Sergeant within the Safeguarding unit I dealt with victims and suspects of rape and sexual assaults on a daily basis, often from report to court. I know and understand all the devastating consequences of not understanding or ignoring consent and want to share my experience with young people for a better future.
