Inspiring Skills Excellence in Wales prides itself for supporting young people across Wales to achieve excellence. We do this by supporting vocational learning through Skills Competitions and the Have a Go initiative, to help encourage young people to excel in the world of work. The project, secured by the Skills Ambassador Network (SAN) in 2014, is a Welsh Government funded initiative led by Coleg Sir Gar. The SAN, was established in 2011, and consists of a dedicated network of colleges, work-based learning providers and employer-led organisations. Its primary focus, in 2014, was to develop vocational excellence, and encourage and enable greater participation in Skills Competitions by widening the knowledge and expertise across the education and training sector. We recognise that Skills competitions specifically enable young people to achieve their full potential whilst raising their skills levels to meet employer needs. They can drive productivity and prosperity in our economy and create more resilient communities. Investment in skills is an investment in the future of our country, our businesses and our people. The success of the ISEiW project saw the initiative expand in 2016 to delivering what it is today. The project spans across three platforms; Have a Go, Skills Competition Wales and WorldSkills UK Wales, and inspires and elevates young people to achieve excellence. The project provides young people in Wales with improved employability skills and life changing opportunities, with employers benefiting from an additional competitive edge – through the employment of highly skilled individuals bringing proficiency, added value to their businesses and contributing to the prosperity for Wales as a whole. The project establishes a culture across colleges and training providers that delivers more than simply qualifications – it develops world class skills, with experiences that build the confidence and life skills of individuals. A joined up approach to sharing of good practices and expertise is a priority, contributing to raising the standards of teaching and learning across Wales and embedding Skills Competitions as a method of assessing the quality of provision. Through capitalising on the creation of a Team Wales ethos we drive to raise standards and support the creation of a larger pool of highly talented individuals.

Anchor Point is a dynamic, one-of-a-kind community outreach and skills-training centre in Birmingham, a practical, caring response to the complex needs of inner city lives. Building on Betel UK’s 25-year track record as a national charity helping the marginalised, homeless and addicted, Anchor Point will address head-on the hardships of social exclusion, substance dependencies, family breakdown and unemployment in one of Britain’s most under-resourced urban wards. The three-fold vision is: to create a thriving community hub that integrates seven family-friendly businesses, each serving the public, that simultaneously deliver a range of employment skills and addictions- recovery training all under one roof. Anchor Point will offer a safe, welcoming environment to residents and university students of greater Aston where they can flourish. Hundreds will enjoy an impressive restaurant serving homemade food, drinks and baked goods, affordable arts performance and fitness training, a children’s softplay arena, a gender-neutral hair and nail salon, catered banqueting, plus multi-purpose meeting and conference facilities for hire. All these diverse activities inter-link, sharing one 40,000-square-foot building just outside the boundary of Birmingham’s Clear Air Zone. When compared to most other social inclusion models nationwide, Anchor Point’s multi-purpose skills training sets it apart as truly exceptional. All seven social enterprises will be staffed by recovering Betel residents, each a member of our successful, therapeutic, work-based recovery model. This means that Anchor Point not only promises essential socialising for scores of city-wide youths and families. But it will also serve as a healing, restorative workplace, helping men and women to break with substance and welfare dependencies alike. Together, the businesses will simultaneously train for future employment more than 60 men and women in the process of rebuilding their lives and families after years of life-controlling drugs and alcohol addictions, homelessness and criminal offending. Anchor Point revives the power of local community. It is a visionary investment in lives where restored men and women, now clean from addictive substances, re-build confidence and a vitally important work ethic as they “give back” to others. Inner city neighbours are likewise enriched, embracing old friends and new relationships in an atmosphere of belonging, leisure, learning and personal growth. The outcome? A swelling synergy of people’s potential, as one by one they are encouraged, equipped and empowered for purposeful new directions.

Our team and history: A successful business, established in 1994 by Paul Meek a former Operations Director of an ambulance service. Throughout Paul's career, he was exposed daily to the consequences of poorly managed risks, and this is what spurred Paul to establish Solutions Training, he wanted to bridge the visible but avoidable gaps in risk management and in particular health & safety education and the development of the equipment used to aid safer transportation of people. HBTC (Hull Business Training Centre) was founded by Judith Dolman-Williams and Margaret Wingfield in 1994. At this time the world was a very different place. The use of mobile phones was extremely rare. The internet had been created but not many people had heard of it. A small band called Oasis released their debut album. The TV show ‘Friends’ first aired and Forrest Gump was the top grossing film of the year. Initially HBTC was based out of small office on Coelus Street, Hull. We carried out training for employers on our premises, across Hull and the East Riding. Within just a couple of months, the office on Coelus Street proved to be too small, as the business grew rapidly. So we relocated to an office block within Chamberlain Business Centre on Chamberlain Road, Hull. Initially we rented just a couple of rooms in this large block. But HBTC went from strength to strength, and added further rooms to our lease, as other businesses moved out. By the late 1990s, HBTC proudly occupied the full block. We secured our first apprenticeship training contract in 1996. Which has become the main focus of the business. The main areas were, and still remain, business, IT and teaching. In late 2001, an exciting opportunity arose to expand our already successful Job Centre Plus contract. This saw HBTC move our unemployed provision to the city centre. We decided to move all of our operations to one location on Spyvee Street at the end of 2004. In more recent years we have expanded our provision to the south of the Humber. Opening our Grimsby office in 2011 and our Scunthorpe office in 2013. Enabling us to cover Hull and East Yorkshire, Northern Lincolnshire and North East Lincolnshire. In 2015 we moved to the city centre at Charlotte Street Mews. Where we are still currently located. Not far from the New Theatre and Queens Gardens. In the old Citizens Advice building. We have moved with the times as the business landscape has evolved due to the impact of technological and digital advancements. But the core emphasis on what we offer has remained the same. The offer now includes apprenticeships, online courses and work-based learning opportunities across a range of sectors, including team leading, digital and customer service. HBTC are an Ofsted rated ‘Good’ training provider. Ofsted is the Office for Standards in Education, Children’s Services and Skills. They inspect services providing education and skills for learners of all ages. HBTC also hold the Matrix Standard, which is the international quality standard for organisations that deliver information, advice and/or guidance (IAG). End point assessments are the final tests given to an apprentice during their apprenticeship. The goal of this activity is to offer an impartial, objective review of individual skills, knowledge, and behaviours. Although the activities are different for each apprenticeship, end-point assessments follow the same general structures. The end-point assessment is performed after a minimum of 12 months after the start of the apprenticeship. It must be successfully completed before the issuance of an apprenticeship completion certificate. Every training provider delivering on Apprenticeship standards must have an agreement with an End Point Assessment Organisation (EPAO). Assessment Organisations must be registered on the Government approved register (RoEPAO). If you have apprentices in the life science, chemical science, physical science or in the science education sector, our fair and straight-forward EPA process provides a cost effective, quality-assured assessment solution for your business. End point assessments remove managers being the sole decision-makers on the competencies of a candidate. Although, that change can be challenging for some, working with our team ensures that your assessment plan achieves the best possible outcome. Who and what is the Learning Improvement Service? The Learning Improvement Service was set up by Phil Hatton (read about Phil here), an ex-Ofsted HMI and National Adviser. Through his extensive experience in leading inspections, surveys, good practice, advisory work and improvement consultancy, Phil has a unique and wide understanding of best practice in the Further Education sector, particularly in colleges and in work-based learning. He is utilising his knowledge to help colleges and other providers of training improve the learning experience they give to their learners. The LIS only wants to work with those who have a real will to improve their provision, by establishing where you are now and where you would like to be in the future. We do not intend to just help to ‘patch you up’ to get you through an inspection, but to help you make sustainable improvements. We use only the best people, who know what they are doing, because they have done it themselves. Below is a brief summary of the main ways that we can support you (however, please contact us if you require something else not listed below): Consultancy support to improve key aspects of your provision - consultancy support to cover key aspects of quality improvement systems such as self-assessment reporting, position statements, improvement planning, observation of teaching, learning and assessment, sharing of good practice, course reviews and evaluation, the user voice and being prepared for short or full Ofsted Inspections. Phil can also help you to improve English and maths and ensure that your safeguarding is exemplary. Providing a ‘critical friend’ service to check and validate self-assessment, observations of teaching and other key quality processes such as course reviews – confirmation that you are moving in the right direction – we’ll work with you to confirm you are doing the right things in the right way, responding specifically to your needs, keeping you on target to improve your provision. This is one of the key areas of our work particularly from September through to February. Phil will also provide you with support by email or phone if needed prior to and during inspections. Safeguarding, Prevent and British Values Reviews – Phil has developed real expertise in what the best practice of the sector is and can work with you over two days to check out every aspect and leave you with a position statement of where you are and what you can do to be outstanding. Phil can also provide bespoke training and materials to raise awareness of staff, governors and learners Apprenticeships and subcontracting – Phil knows all there is to know about these two areas and has helped transform some of the biggest college and worst performing providers in terms of their success rates. The ideal scenario is a five day visit to check and sample how you do things, suggest improvements and provide you with the resources needed, finishing with a half-day staff development that is bespoke to your improvement needs. Please contact Phil as long in advance as possible to get time allocated for this Internal inspection or review of areas requiring improvement - a tried and tested way to improve an area is to first gain an informed view of exactly where that area is in terms of strengths and weaknesses, using an expert with extensive inspection experience. Unlike an Ofsted inspection, all feedback to staff and managers observed in an area is given constructively to help improve practice for the benefit of learners (while also giving you robust evidence for your OTLA system, SAR and QIP). An internal review could be for an area of learning or for a cross-college aspect such as safeguarding, equality and diversity, or course reviews. All consultants undertaking this work are personally known to Phil Hatton as to their ability to do so. The LIS will only conduct such work when they have the right person to do it (often Phil himself). You will receive a report that focusses on ways of improving the area reviewed, based on the best practice of the sector that is proven to work (not just telling you what has been seen, which is the usual practice of most consultancy companies). Helping individual institutions in the sector achieve good or outstanding teaching, learning and assessment through establishing robust observation of teaching, learning and assessment (OTLA) systems – depending on where your system is we can its validate current robustness by conducting observations (joint ones are best value as they train your staff) and scrutinising the gradings and paperwork historically awarded. If more work is required, we’ll equip you with the tools (training, paperwork and systems) to establish an OTLA system that delivers accurate and well recorded findings by your observers. Your observation system will help keep a focus on promoting improvement, identifying and promoting the sharing and adaptation of good practice by teachers (a reoccurring weakness in Ofsted inspections in the past year). We will provide you with the training, paperwork and systems to move your staff forward, encouraging their collaboration in the development and sharing of resources, so your staff will deliver learning in true teams. We will support you with either graded or ungraded systems. An approach of conducting joint ‘learning walkthroughs’ of 20 to 25 minutes duration is providing many institutions with an overview of their provision and enables the judgements of college observers to be tested out for their accuracy and breadth. Sharing exemplary practice and systems in self-assessment with you, leading to quality improvement planning that moves you forward – we’ll support you in developing your capacity to self-assess all of your work honestly and robustly so that your staff ‘own’ the resultant self-assessment reports and improvement plans, understanding their part in moving you forward. Few are really good at self-assessment, we can make sure that you are and that self-assessment moves you forward. Several colleges and providers have received very positive feedback about their SARs in 2016 following support and the use of LIS templates, particularly the use of a two page Executive Summary SAR that helps focus improvement actions. If you have a 50 page SAR it will not be an effective improvement tool. Helping you to produce position statements – if you think you are likely to be inspected it is important to be able to say where you are ‘now’ as self-assessment looks back on the past year - we’ll support you in writing effective position statements for key areas that tell you and others exactly where you are for that area. They are a great way to demonstrate to inspectors that you know your provision and have helped a number of LIS clients move from a grade 4 inadequate to a grade 2 good. Phil has also helped a number of colleges achieve grade 1s for their leadership and management. An exemplar position statement can be seen here but is not as good as what you will finish up with (samples can be shared)!! Conducting a confidential ‘health check’ of your organisation by one or more of the top and most experienced recent HMIs (and previously lead inspectors with the FEFC, TSC and ALI) – if it is sometime since your last inspection or there have been significant changes in management or what you offer, a ‘health check’ could be invaluable. We’ll examine your leadership, management, performance and quality improvement against and beyond the requirements of the September 2015 Common Inspection Framework in a way that can only be achieved by being carried out by the right people. Depending on institutional size and complexity, this totally confidential and focused ‘health check’ will ensure you know your provision inside out and have no surprises should you be inspected. It will help you to decide and prioritise how to move your provision on.
